How to use this tool
- Choose a CSV file up to 10 MB.
- Use automatic detection or select the source encoding and inspect the preview.
- Download the decoded text as UTF-8, with an optional BOM for spreadsheet compatibility.
Encoding scope
Strict UTF-8 evidence is preferred. Automatic mode compares UTF-8 and common Western single-byte decodings with a small mojibake/control-character heuristic; it cannot identify every encoding. Manual choices cover UTF-8, Windows-1252, and ISO-8859-1-compatible browser decoding.
Local and bounded
Files stay in the browser and are limited to 10 MB. The preview shows at most the first 120 lines; the downloaded UTF-8 file contains the complete decoded text.

Common questions
Is my CSV uploaded?
No. Reading, decoding, previewing, and UTF-8 export happen in the browser.
Can automatic detection always know the original encoding?
No. Some byte sequences are valid under several encodings. Use the manual choice and inspect the preview when the automatic result is uncertain.
