Convert root scalar keys and one level of named sections. Arrays, null, deeper objects, duplicate keys/sections and unsafe names are rejected. INI uses key=value, whole-line ;/# comments, and JSON double-quoted strings; comments are lost. Values stay strings unless type parsing is selected. JSON duplicate keys use the native parser’s last value. Limit: 200,000 characters, 10,000 lines.
