Defined Unicode and line behavior

The last N Unicode code points are returned; a grapheme cluster can span several code points. Unicode code points are counted with Array.from; extended grapheme clusters may contain multiple code points and are therefore not promised to remain together. Line filtering accepts LF, CRLF, and CR, preserves line text, blank lines, and the trailing empty line, and uses the first detected separator.

Is this grapheme based?

No. Character limits count Unicode code points. A displayed grapheme may contain multiple code points.

Are blank lines and line endings preserved?

Line text and blank or trailing lines are preserved when retained; LF, CRLF, and CR are accepted and the first separator style is used for output.
