Exact conversion rule
Use Unicode-aware word segmentation for the selected locale, then uppercase the first cased Unicode letter in each word-like segment. Whitespace and punctuation remain in place; the rest of each word keeps its existing case.
Boundaries and punctuation
“hELLO wORLD” becomes “HELLO WORLD”. Quotes, symbols, tabs, line breaks, and repeated spaces stay in place. Hyphenated words follow the browser locale segmenter, so uncommon word boundaries can vary by browser.
Locale and Unicode limits
The interface locale affects word segmentation and Unicode uppercasing, but this is not a language-specific publishing or grammar style. Scripts without case remain unchanged. Unicode mappings can expand or otherwise change output length.
