Why is a tag marked as repeated?

A tag is marked when the same base tag appears at least four times for “said” or “asked”, or at least twice for other listed tags.

What is an action beat?

It is a nearby physical action that can carry context instead of repeating a speech attribution. Suggestions are simple examples, not required edits.
